How these indexes are built

These regional indexes track what Government plans to spend in each region under Budget 2026. I pull the programmes and line items from the Estimates, sort them by sector (education, health, roads, housing, agriculture, etc.), and tag what looks like direct “development” spending versus routine operating costs.
